I think this is their way to prevent piracy. You can pirate any game on the WiiU so long as you have an SD card and a copy of Super Smash Brothers, or most games without SSB due to a browser exploit that Nintendo has not been able to successfully patch.

If the Nintendo Switch initializes games in even a similar fashion to the WiiU piracy would be a primary concern. So, if the games initialize the same way then easiest way to eliminate piracy it is to remove the Browser. No browser = no browser exploit.
