The devs are looking at it from a tech price point of view. That's not everyone's view on value though.
Knowing the tech inside it is not gonna make the average consumer say "Hey you know what? $300 ain't so bad after all."

But as for VR, I'm curious how this system could pull off VR if PS4 is just barely able to do it.

AMD VR is crap compare with Nvidia VR so maybe it can give us a little surprise on that front.
