You can already do that with a cellphone, you don't need an app to talk to people lel. For Nintendo to belive voice chat through phones requires their app would just be way too stupid even for them, so I think the reason it might be through the phone only is because their servers can't handle running game + voice chat at the same time or something so they want voice chat to be done on an outside platform.

lol, I was thinking about random matches, not combined matches betweeen friends, the app would synchronize with the match so you coud talk with the other players.
