Those are just a few things i would want, i know it wont happen but if it did i would want it to feel like its seemless with the PS4 

If no physical media at all, then 32Gb seems like way too less storage for games. The Switch already gets bashed for its 32Gb despite having physical media slot, and it wouldn't go well for a PSP Go 2 (which also was like that, download only, so that's why I call it like this). Without any physical media, 64-128GB should be the minimum right now on a portable gaming device. Of course, that would make the handheld quite a bit more expensive again since Flash memory ain't exactly cheap yet.

As for the internal build, not really feasable right now. Of course there's the 5W Pumas which AMD produced for Tablets (and which all found their way into Laptops), but their Clock rate is very low (1.2Ghz base clock maximum) and even with an upcoming Vega Grapfics part, the difference in Raw power between PS4 and such an Handheld would be too big to port those games. Just look what devs said about the Switch, which has about the same power as your proposed Vita sucessor (probably even more). PS3 Ports would be possible, but that console is end of Life for some time now and wouldn't add much to the game library which the most probable customers not already have.
