Is weapon upgrading the only form of character upgrading in the game? That feels kind of simplistic for an open-world game, if that's true. Who knows, maybe it works well in practice.
I love exploring in games. I love stumbling over new and hidden things. That part sounds great. Love the climbing and hope Elder Scrolls/Fallout add that aspect when (if) they upgrade the engine.
Content sounds a bit light for the size of the map, though maybe there will be a lot more that hasn't been talked about yet. I would gladly take less content if that content is more complex, as well.
