I don't know. If they are only new texture-sets, polygons and stuff it will be difficult. But in most cases I know Mods as executed code. And that may be executed in a sandbox, but can more easily be a portal for an exploit, as if only signed code is executed.

No, I assure you thats not how mods work in Elder Scrolls and Fallout games.  Those have integrated frameworks for installing mods.  Mods are constructed with the provided modding tools and have to work within the engine's limitations.  Unless you have something like the Skyrim Script Extender, you are completely confined to the vanilla limitations.  But I assure you you can't use the integrated mod system for Bethesda games to do anything like what you are describing.  Mods for Bethesda games are simply plugins, constructed and installed in an identical fashion to the Bethesda-created expansions and addons.
