They do not do this on console games. At all. They heavily heavily optimize for specific hardware configurations. They don't "scale" anything. See my previous comment for how the PS4 Pro works. It doesn't work at all like you think it does.
And if you don't think I'm correct, let's just take a third party game that game out in the first year or so the PS4 was released that no one cares about today. Like Madden 25. EA has absolutely no inclination to make an update to that game ever again, and I have a PS4 Pro. Now my PS4 Pro will run that game exactly the same as my old PS4 did. No enhancements whatsoever. Ask yourself why that is if the games "automatically scale" as you think they do.
