Yeah, "tech improves", but that doesn't change the fact that rewriteable cards are a lot more expensive then read-only cards. Implementing your idea would mean increasing the cost of producing Switch game cards, which means physical games would be more expensive for consumers to purchase. 

would it though? if you suddenly making millions of these thing surely the cost go down. Not saying they wll be cheap as ROM but surely cheap enough.
