Mario Kart 8, believe it or not, isn't nearly as demanding a game as BOTW.
If it was demanding, it wouldn't be running at 60fps.
When it comes to Splatoon 2, the game is still in development. It could be simply a case where they didn't yet have a proper 1080p build that reached their performance target, so they locked it at 720p to make the gameplay experience as smooth as possible for the purpose of the Switch Presentation.
