It's true. Developers will almost always choose to raise system requirements rather than optimize performance. They allow ever increasly powerful technology to basically subsidize their laziness. The core functionality of a program like Microsoft Word has barely changed since version 5, but the latest version has many times the system requirements with severe diminishing returns on the utility gained from those resources.
As some smart guy whose name I can't remember put it:
"Software is a gas. It expands to fill its container." - Smart Guy
Fortunately, there's a marketplace where developers compete to sell their products, so they can't be lazy all the time. That would be the obvious answer to your question. I'm surprised it didn't occur to you.
