Looking at the article, I believe it's part of their paid online services, which is to say you cannot use it unless you're an online subscriber and they're letting you test it like they plan to allow people to use their other online services for a time.
That's the context he was speaking from anyway. Otherwise, charging for what is already an inconvenience would be too absurd to be true lol
