You're assuming they're passing that cost savings onto the consumer (i.e. they would charge the customer more for the 3DS if they had to ship it with a charge cable). I can almost guarantee you they did not do that. It would have cost the same if they weren't money grabbing asshats and threw in a charger that probably costs them less than 30 cents to pack in.
