XC was not an anime cel shaded game. Not sure where you got that idea.

Of course it wasn't cell shaded, but this new game looks like the next generation of where those graphics started. XCX and XC clearly share different art styles, so this new game isn't trying to go for a realistic design and instead is using more of a anime fantasy world.
