Of course it matters by demographics. When I'm in the Philippines on a trip, I ain't playing that in the open. Kids try to snatch things out of your hands all the time. Depends on demographics.

Unless you've secured whatever device you're using, there is no reason to really go around use it in public transport.

I never use my 3DS in public, unless it's in some snobfest like UP Town Center or a uni classroom, then you might see me using it.

Also, using your phone in, say, the MRT, is relatively safe. Assuming, of course, that the MRT doesn't break down
