Like with all consoles and PC, just use Discord.

But if we're strictly talking about Nintendo's solution, what I think/hope they're meaning is that there's an app to check things like games, statuses of friends, messaging and organising times and events, which you can then use your Switch to VC.

But just use Discord anyways.
