I think it has to do with how escapable it is.  The WoJ allows people to crawl to the ropes, which they do every time.  WWE babyfaces never give up!

Yeah and the Liontamer allows for no movement. They are pretty much bound in place with Jericho putting his knee into their spine. I could be wrong but I think it is probably the greatest finisher the Hart Dungeon ever produced.
