Besides artificial scarcity being a classic Nintendo move, the fact is, they're going to be cautiously optimistic and avoid over production. At launch, if there are consoles sitting on the shelf waiting to be bought, the system will be perceived as not doing well. If it's sold out, even if simply due to being under produced, that still looks better for Nintendo than having even one system gathering dust in a Gamestop or Amazon warehouse.
