It is a sucessor. It isn't affecting 3Ds because it isn't out yet, people don't even know the pricing. Also, Japan is normally kinda late to jump on tendencies. I would say that the late rising of 3DS is a Pokémon Go effect. Nintendo should really had the Switch ready to launch before the mobile game launched. They are attracting sales, but for their soon to be replaced device.
They should do a big update for PoGo around the launch date of Switch. Pack a bunch of missing features and release a massive update to get some attention.
