The problem is that Japan has been going through a demographic and economic crisis for a while now, economically at least since the 90s which does not correlate with the sales of the PS1, PS2, DS, PSP and 3DS.
If the PS4 manages to match PS3 numbers and the Switch, 3DS numbers, it's still 30 million consoles sold. It's not bad but it's merely a shadow of its former self, mobile is king now.
