for Nintendo's handhelds its not
for Sony and hardcore home consoles at this point? 100% yes. the PS1 and PS2 both sold incredibly well in Japan but the last few generations have been comparitively poor.
Nintendo's home console success in Japan has also decreased (although not really shocking this gen). Nintendo's handhelds seem to be the only thing still thriving
that said I think if Sony would focus a little more on Japan they could do better.
