Yes. 4K is the future. But it's not like everyone will throw their perfectly fine 1080p sets in garbage cans and buy 4K ones. TVs are expected to last almost a decade, it's not like phones were everyone is getting a new one in 2 years. The market will change slowly.
Despite that, the PS4 Pro is the first reason ever that justifies a 4K TV. Most 4K Blu-Rays are BS. Most films are still filmed in 1080p or even filmed in 4K but downscaled in post-production. So you can't quite get a lot of real 4K content. 4K streaming needs a beefy bandwidth. The market isn't quite ready yet.
And people still believe in VR, when we can't even get 4K content right.
