Because of course, a region can't have different bundles: and there is a history of it. 

You already pointed out we had a bundled Wii Sports and Japan didn't: even now we have games that get bundled with consoles in the west Japan doesn't have (like Luigi's mansion, Wind Waker HD, and Zombi U) and vice versa (Wii Party U, Xenoblade X, Monster Hunter 3 Ultimate). 

True but I am talking about at launch. Some months down the road, there will no doubt be bundled games that is natural for any system. But at launch, most hardware since the 32/64 bit era have been stand alone devices, forcing you to buy the games seperately (obviously not counting unique store bundle sales or some of Nintendo's own limited edition device bundles if they carry that over to the Switch).
