The thing is using counter right as a mind game. You don't use it for damage truly. It's use is to make the opponent always afraid that your going to use it. It's best application is in that way because it tends to make the opponent think too much about whether or not your going to counter instead of what they should be thinking of.
Easier to make someone mess up when you make them think more.
