Heck, if you bother to go to page 59, you'll see he says "if the Eurogamer article holds". This is no confirmation of the Eurogamer rumor, which doesn't necessarily have to indicate bad performance, as has been calculated before (on Reddit, with enough CUDA cores it could achieve 400gflops undocked and a tflop docked) but that is besides the point.

With enough CUDA cores you could reach anything. You could have 5 TFLOPS. 

Good luck running that on a battery for more than 5 minutes though. 

People really have no idea either how much space batteries take up. You can't just have any performance number and think it's going to run. This is an iPad Pro (the huge 12 inch model). Look how big the battery needs to be to power that and really that doesn't go much over 8 watts most time. There are practical reasons why the Switch has to be clocked so low ... it needs to be able to run portably.
