So you're making assumptions just because it fits your agenda. You're claiming corruption because you want it to be corrupt.

As for ID to vote, you need it to register.  And you can't vote unless you are registered.   Further, I already stated before how the non-citizen driver's licenses do not allow voting in federal elections.  The ones on the left in the image below are the non-citizen licenses.  They specifically state that FEDERAL LIMITS APPLY.  Voting in federal elections in one of those limits.  Also, the state has only issued about 500,000 of these so the whole 3 million figure the right has been throwing around is totally impossible.

I am more concerned by how California issues Driving Licenses in two different formats for no good reason...
