Nope, that's not what it means. It's just a reminder that people should think about whether things Trump says will actually become reality.

If Trump said that he is going to pass a law that every male American above the age of 21 has to have sex with a sheep once a month, then many people who vote for the Democrats would be up in arms and some of them would say that it's a real bummer because they prefer goats.

Or more likely Trump just says whatever pops into his head at any given moment. And then afterwards "just joking" is the standard go to. 

Personally I think he is addicted to attention in effect. He needs to say something crazy/outlandish every couple of weeks. Unfortunately he now has a job that has higher requirements and demands on it then that.
