1. Wishful thinking. Every country's nuclear production capabilities are limited, this is simply impossible for USA to produce almost 10k nuclear warheads in lets say 4 years term.

As u can see, 2 states ( USA and Russia ) have like 95% of all nukes and they agree on not use them.

Yet its odd that both start talking about upgrading their nuclear arsenal at the same time.
