Actually, the word console doesn't necessarily indicate that something is a piece of gaming hardware, since there are other types of consoles.
A handheld is a handheld gaming machine, a console is a gaming console.
I've always counted them as seperate things, as do most gaming sites, and Metacritic themselves.
