When games are exclusive to Xbox, they make sure you know it's exclusive to Xbox. When Rise of the Tomb Raider was announced at that E3, there was no such "exclusively on Xbox" or "playable first on Xbox" after the trailer. And then, on the Xbox E3 page, it wasn't under "blockbuster exclusives" amongst Sunset Overdrive, Halo 5, and Crackdown . It was under "Featured Games", which was a bunch of multiplats, like Assassin's Creed: Unity, CoD: Advanced Warefare, and Destiny.

http://www.xbox.com:80/en-US/e3/xbox-one-games">Coupled with the fact that the exclusivity wasn't actually announced until 2 months later at a different event, and, well.....all we have a speculation, but it seems like some backdoor deal was made in the span of time between E3 2014 and Gamescom 2014. 

Well you ignored what i said about Dead Rising 4. When it was announced we didnt know if it was timed or not.

Edit- Tomb raider was announced as timed exclusive at Squares Confrence.
