I'm looking at aussieoutages.com and DotA2 is the #2 most reported product this week - 67% server connection issues and 32% log-in issues. EA is at #3 and Battlenet is at #8. The rest are non-gaming products.

Dota 2 is not Steam, so not sure why you're even bringing it up. I don't know its server configuration, but if I had to guess, I'd say it doesn't use Steam for more than basic authentication and that it does the rest on its own.

Steams Network is decentralised. It's impossible to take the entire network down completely.

There have been instances where DDOS attacks has taken down the Authentication servers for Steam which prevented people from logging in temporarily, but you can work around that easily enough.
Those that were logged in didn't notice any difference really.

It didn't really show credit card information. Well, sort of. It showed the last four digits, which isn't all that useful, especially if you only get it from a few random people, and I think it could also show other pages as well instead of just the personal info page. Anyway, it was more along the lines of scary than dangerous or harmful. So yeah, that was a problem, but not quite as bad you as make it sound. :)
