Likely, though I'd hope the copious amount of extra development time worked past whatever ways the PS3 version development may have negatively impacted the PS4 side. PS3/PS4 simultaneous development held back multiple games, though in the case of Bamco titles which stand out as prominent offenders in my mind, maybe they just chose not to try that hard using last gen development as an excuse. When developing with last gen in mind, it's hard to say if the game was developed and ported up, or developed and ported down. I mean, just look at the upcoming Tales of Berseria. It only came out in August in Japan and still looks like a game from 2011. Last gen has acted as an amazing excuse to not push development as far forward as it could since the PS4 came out.

Japan should be given a pat on the back for finally not feeling like they have to develop all their games on the PS3 first if they want to develop for consoles. Some games are finally PS4 exclusives, and surprise surprise, once they stopped developing actively for the PS3, PS4 sales started moving. Just correlation, I realize, but there is likely some degree of causation between declining PS3 development and escalating PS4 development and sales.
