Correlation does not equal causation, and thus your argument falls apart. It's fear of a potential failure of the console market that led to the 3DS version also being developed, not guaranteed failure. You seem to think the console market is dead despite a steady increase in Japanese PS4 sales for the past year and sales success with the Slim and Pro. The console market is still healthy which is why tons of games are still developed for consoles and not just 3DS, Vita, iOS, or Android. You seem to think no Japanese person has touched a home console in a decade now. Your argument legitimately makes no sense and is grounded in a relatively baseless assumption.
Edit Re: FF Sales Decline: That can be attributed to multiple possibilities. FFXV had a much more western development approach and XIII burned a lot of people. I would not be surprised if that significantly impacted the sales potential of FFXV.
