DQX isn't a very good development landmark for the series. It's a weird entry that has been ported all over the place to try to get more sales and keep a reasonably sized playerbase as an MMO. It may be the most ported MMORPG ever, but I'm not willing to Google my way to a definitive answer there. They made a lot of sacrificies to get the game on as many consoles as possible.
Also, you can't compare XV sales to DQ in Japan. Dragon Quest is much, much more popular while Final Fantasy gave up around the end of the PS2 era and decided to shift focus over to Western appeal. I would not be surprised to see Dragon Quest XI break 4 million in Japan alone. The new numbered entries always sell well no matter what they release on. Even DQ IX on the DS pushed 4.35 million sales in Japan.
Knowing that is also why I question the placement of the Switch version. They don't need it to make up for the PS4 development because 3DS sales and the international release will more than accomplish that. The PS4 version won't sell as well as the 3DS version, sure, but I still won't be surprised if it pushes over a million in Japan while the 3DS version does something more like 3 - 3.5 million.
