Yeah. I can only guess there was som sort of design flaw on their cooling system discovered only very late in development; or perhaps the 20nm chips they are ordering are very, very loosely binned as to improve yields and reduce costs, and thus are much more power hungry and run hotter than the ones used on the Nvidia Shield. It wouldn't be the first time console GPUs have done this to keep power consumption down since the chips are loosely binned, the XOne/PS4 GPUs run on average slower than the Radeon HD 7000 GPUs for the same reason.

Yeah that probably   be the case  (and what mostly happen on console design chip),  but Nvidia TegraX1 is an old Chip back from 2013 -2014. It should have been improve on the yield side.
