Local prosecutor Hubert Stroeber said it would be an exaggeration to call the device a bomb, saying that although the powder was combustible, it was unclear whether it would have exploded.
Reminds me of when we were kids. Using illegal fireworks, packing it in a small container with sulpher scraped from matches, add tacs, and plenty of tape to seal it all in. 'Nail bomb' near the school yard, during lunch break, cause bored I guess. It did explode, nothing much happened.
