I'd say yes. Or it may be possible they are down but that would be due to the XB1 not doing as well this year as it did last year.
As it stands Sony said they have had the best BF in playstation history, so that suggests that even if they were down in NA in November they were up globally. And the PS4 is doing better this year in Japan than it did last year and in Europe too.
