It's not scalable like that, but they can port same PS4 game to run on Switche at 720p for instance, offcourse they will not work some PS4 from ground in order to work on Switch.
Over 90% of PS4 games are 1080p, so I really don't see problem for those games, other games could have some other lower graphical settings outside resolution.
Of Course that FFXV could run on Switch also if SQ decide to port game to Switch. Switch is underpowered to handle FFXV at 1080p and exactly same graphical setting, it capable to handle it at 720p and maybe some lower graphical settings.
Evre multiplatform game will be port of XB1/PS4 games of course.
