This is actually a perfect example of the Indie-AAA Budget Paradox. The cost of development is simultaneously rising and rapidly falling. While big companies struggle to reign in spending, smaller devs now have easier access to ever more powerful tools for next to nothing. Unreal Engine 4 is very powerful and flexible and is completely free. Not a free limited version, the full package. And all the resources released by Epic on their storefront can be used in for profit ventures. Blender is more powerful than ever. There are affordable options in sculpting and alternatives to Photoshop. Indies can do more with less than ever before.
And yeah, this game is very pretty and taking advantage of this fact.
