I doubt it too. The only reason I can think of for this is that they just assumed that there was the same number of UB2 and UB4. Also weird is the fact that the two celesteeles I caught I did so in the desert, while nothing has appeared on the park. If there are two places, shouldn't there be one in one place and one in another?

I actually found both in the park myself since I had no idea where the desert was at the time. Have no clue what determines how to find them.
