Its simple, if you own a 4k TV or plan on getting one within the next year, then the PS4pro and Scorpio won't only make sense to you but are for you. If you are on a 1080p TV and don't plan on upgrading anytime soon, then stick with a PS4/XB1s. 

I can technically understand the 4K, but essentially you're saying the same thing I was meaning. If you're designing your game to "run with better framerate on Pro/Scorpio", instead of optimising the game for the original, or have better AI on them, the original is going to het the watered down version.

No. There is a resson why Pro enabled games are referred to as having  a PS4pro mode/patch. 

The games are designed for the PS4. then patched to have benefits when running on a PS4pro. Devs aren't going to build their game from the ground up for what is no more than a 1M sized install base and ignore 50M others.
