The majority of Japanese games are already quite a few levels below the West when it comes to development budget, so that doesn't make much sense. And companies only care about maximising profits. The alliance with Sony is just hurting them. They should abandon the ship while they can. Playstation isn't big anymore in Japan. People need to accept that.

In the time it took them to make one FF game for the PS4, they could have made 3 mainline FF games for the 3DS. Just recently some people were bragging about FF being the king of jrpgs. Please, it's not even in the top 3 jrpgs of Japan anymore.

If the Switch can run Dark Souls 3 then it will be powerful enough for the far majority of Japanese developers.

Their budgets may be lower, but they are still very interested in pushing HW as much as they can with that budget.  SE going backwards in terms of power would not satisfy their developers.  And their alligience with Sony is putting them at the forefront with the market leader this gen.  Not exactly hurting them. 

Besides, FF is a WW franchise.  While we can't even guarantee that FFXV would have sold better in Japan if it were only on the 3DS, I would bet you anything it would have sold MUCH worse WW.  Core gamers outside of Japan are not very interested in getting their mainline FF games on a HH with near-PS2 level graphics.  The point of a new gen is to progress in graphics. 

It's why I said don't hold your breath if you're expecting all of these devs to move over to the Switch with PS4 dominating.  It's 1st party support will be great and it should get some decent support in Japan, but unless it catches fire sales-wise, other 3rd parties aren't going to be so keen on supporting it.
