Depends how you define "runs better". The Xb one version sacrificed resolution for a stable framerate. Or rather the Xb one version was incapable of 1080p and thus frame rate is easier to maintain stability.
I do think any developer who sacrifices frame rate for resolution is making the wrong decision in general. But if the fps drops aren't too bad then it can be argued that the overall experience is better at higher resolution with some fps sacrifice. Personally I'd rather 900p with solid 30fps. But not everyone sees it that way. And we've all been able to cope with games that have modest fps drops.
