Illegals are voting for presidents, its not a debate. So dems tend to avoid that issue by arguing how many. Obvoiously it doesn't concern dems because we assume it benefits them.

Easy solution -- 

Have a *free* government issued ID for all eligable voters that is made easily available to everyone (for example something that can be had on a weekend without having to wait at the DMV). That way only eligable citizens can vote. 

Simple. Republicans don't want to do this though because they need to supress voter turn out to win elections.

I'm all for government providing an ID free, primarily for the poor. But dems have a long list of BS reasons why we shouldn't.
