Digital Foundry done some measuring on some Zelda E3 Demo, and performance were 30 fps with drops in demanding scenes

Yep, E3 build have constant drops during fights and bombs explosions, Switch reveal trailer shows that game runs at 15 fps, newest trailer and let's play shows that game runs at ~20 fps approximately. No need to be fortune-teller, Nintendo won't optimize Wii U version of BotW.

Wii U version with cutted U pad functionality and bad optimization will be the worst way to play BotW. Nintendo does it on purpose.

Well, to go back to digital foundry, the game's frame rate issues has more to do with the Wii U's limitations then Nintendo intentionally trying to slight Wii U owners:

"Beyond that, the hardware design of the Wii U itself, with its limited CPU power, is not well suited for this type of game. Keeping this in mind, what Nintendo has achieved here on the Wii U, even in this pre-release form, is incredibly impressive. Last generation open world games such as The Elder Scrolls: Skyrim, Saint's Row 4 and Grand Theft Auto 5 suffer from much more serious performance drops in comparison to what we've seen here. That we're still some way out from launch and performance is already in better shape than these titles is a good thing."

And weren't you predicting the Wii U version was getting canned just a week ago?
