He certainly could have implied it will be the first thing that happens after he is sworn in. Instead he rolled over and let a thousand people lose their jobs. And he is celebrating it.

He wouldn't even have to go that far, he could've simply said "I see you have 5 billion in government contracts, sure would be a shame if the next round of contracts went to a different company" and Carrier's parent company likely would've shat a brick and fallen in line. 

The truth is he knews a lot of the stuff he said on the campaign trail was bullshit and that's not how "business" works. 

But it does show you how powerless the US gov't really is, this is a situation where they have everything going on their side and a company like Carrier still can't be bothered to leave even 50% of their jobs. If you are in the manufacturing industry as a US worker, I'd strongly advise you start looking into re-education of a different field, because you are fucked in the long term and you need to start preparing for that.
