The N64 Rumble Pack has the best developer adoption rate of any peripheral in history.

However, the Balance Board is doing the best for it's price range.

 The Rumble Pack was an add-on to the current controller - not a completely seperate peripheral controller which is what I really meant. Its nowhere near as impressive because all it involved for developers was to add in rumble in a couple of places. For the Balance Board they are developing entire - and pretty complicated - control schemes for it.

 

Now that I think about it the largest third party support for a new controller would be dual-shock for the PS1, but that became the main controller fairly early on in the PS1s life I think.
