Yeah, files on a Harddrive at PSN EU/US/Jap will never cost the same as the warehouse space required to hold a single title around the globe, especially if it's a title which looks to be selling slowly, stores just can't pay to keep onto copies of games which are destined to waste space for them and lose more money long term.
