The PC won't use GDDR5 as system memory, and don't forget to account for windows using more memory than PS4 OS. It's also about the system being enough until the end of PS4Pro lifetime, accounting for ps4 version being optimized better and PC games that will be developped with High end rigs in mind. I don't expect PC games 4 years from now to be build around ddr3 low frequency.
