You don't necessarily need people - it will be 3D animations in live setting. It's like jungle book without human characters.

Jungle Book wasn't even filmed on location, but the definition of live action is "action in films involving filming real people or animals". It doesn't matter if they use real world footage, it's not live action without something actually acting/performing live.
