In Rurouni Kenshin, Himura Kenshin has a japanese name, but red hair. So they give him a japanese actor with red hair, which is fine.

The names are definitely western-inspired, as that's what Amestris takes inspiration from; but it's still a Japanese story adapted into a Japanese anime with a target audience in Japan. 

Now, whether or not the movie will be good...I have no idea, since I don't really watch live-action anime adaptations...but given who the target audience is, I don't really care if they want to use actors from the source material's origin country, especially given that the characters aren't completely European to begin with.
